The Tool to terrify the whole world of some "terrible danger" is the media. With the media you can control exactly what the public is thinking. A synonym of the media is mind control. It's essentially the same.

People will do literally anything, no matter how destructive it is to the well-being of themselves, their loved ones, and their fellow citizens, as long as it goes along with the hypnotic mantra "this will keep you safe."
Because of this, it has become a piece of cake for the criminal rulers to play the masses at their fingertips. This is especially true since they have complete control of all the mainstream media. They acquired him for this very reason: to invade the mind of humanity and mold it precisely to suit their agenda.

The WEF controls the United Nations, the World Health Organization and many other globalist organizations. He gathers thousands of billionaires and millionaires under his wing and uses sophisticated methods of mind control and manipulation to convince them to follow his agenda. The untouchables – "invisible" rulers of the world
As I said, the WEF is the easy answer, as it is the visible entity on the world stage for the uninformed public . However, the World Economic Forum is not an independent entity. It is in turn controlled by hidden financial entities, whose greatest strength is obscurity . By hiding themselves and operating solely from the shadows, they are able to manipulate everything that happens on the visible stage of the world theater. Their astronomical financial resources allow them to spread their tentacles of influence over every aspect of society. They are also referred to as the 'Cabal'.
The headquarters of these oligarchs are located in so-called "sovereign states" such as the City of London (a dominant area in the heart of Greater London ), the District of Columbia (a dominant area in Washington DC ) and the Vatican City State (a dominant area in Rome).
Another example of such a sovereign state is the Bank of International Settlements which supervises more than fifty central banks (central banks control commercial banks used by the public). It is one of the most powerful financial entities in the world, pulling many threads of global dominance behind the scenes.
To show how criminal these sovereign states are, we will look at the 1987 Headquarters Agreement, negotiated with the Swiss Federal Council, to formalize the special status of the Bank for International Settlements ( BIS ). These are some notable articles from this convention:
Full inviolability of all BIS buildings , and the land under and around them, regardless of who owns them.
Full immunity from criminal and civil prosecutions and proceedings for the bank itself.
No payment of taxes on transactions and staff salaries.
No disclosure to governments about BIS activities.
Not subject to any jurisdiction.
The same inviolability and immunity is granted to other sovereign states, such as the City of London, the Vatican State and the District of Columbia.
These independent "states within a state" are above the laws of the country in which they are located. They pay no taxes, answer to no government and are literally untouchable.
The vast majority of humanity – even most political leaders – have no idea that these sovereign states exist, let alone that they rule the world. All we know and see are public figures – such as politicians and businessmen – who are mere puppets of these hidden puppet masters. Their power is complete obscurity. Remaining hidden from the view of humanity, they can operate unchecked, unaccountable to humans.
The World Economic Forum, the United Nations, the World Bank, the World Health Organization and all other major globalist entities are established by these hidden rulers. The audience never sees or hears them, yet they determine what happens in the world.
