SALT LAKE CITY (KUTV) — Federal charges have been dropped against Dr. Michael Kirk Moore Jr., a Utah plastic surgeon accused of issuing fake COVID-19 vaccination cards and administering saline shots instead of vaccines.
Florida Attorney General Pam Bondi announced the dismissal in a social media post Friday, saying the charges were dropped at her direction. "Dr. Moore gave his patients a choice when the federal government refused to do so," Bondi said. "He did not deserve the years in prison he was facing. It ends today."
Moore was indicted in January 2023 by a federal grand jury along with three others connected to his practice, the Plastic Surgery Institute of Utah. Prosecutors accused the group of destroying COVID-19 vaccines, issuing fake CDC vaccination cards, and providing saline injections in place of vaccines to patients, including children.
According to the indictment, nearly 2,000 fraudulent vaccine cards were issued, paid for with cash or "donations" to a designated charity.
Moore, Kari Dee Burgoyne, 52, Kristin Jackson Andersen, 59, and Sandra Flores, 31, were charged with conspiracy to defraud the United States, conspiracy to convert and sell government property, and aiding and abetting the unlawful disposal of government supplies.
Bondi did not state whether charges against the other defendants remain in place.

A needle-free COVID-19 vaccine developed at McMaster University in Hamilton is advancing to Phase 2 clinical trials, with researchers recruiting 350 volunteers to test its efficacy, the Hamilton Spectator reported.
The AeroVax study, led by Dr. Fiona Smaill, involves an inhaled vaccine designed to boost lung immunity against COVID-19 variants. Unlike traditional injections, the vaccine is administered through the nose, potentially reducing needle-related hesitancy and enhancing mucosal immunity, Smaill told the Spectator.
COVID remains a public health issue but is no longer considered a global emergency, having shifted from apandemic to an endemic state in most regions. Its severity has diminished due to widespread immunity, vaccines, and treatments, but it continues to pose risks, particularly for vulnerable groups
A Phase 1 trial with 36 local participants showed no side effects and a robust immune response in the lungs, with results under review by Nature Communications. The randomized, double-blind Phase 2 trial, conducted in Hamilton, Ottawa, and Halifax, seeks adults aged 18-65 who have received at least three mRNA COVID-19 vaccine doses.
Two-thirds of participants will receive the inhaled vaccine, while one-third will get a placebo.
The study aims to assess the vaccine’s effectiveness against severe outcomes and its potential for other respiratory viruses like influenza.
Recruitment began in April 2025, with trials expected to inform future vaccine strategies, including responses to pandemics like avian flu, Smaill said.

REAL ID’s supporters deny the law turns state driver’s licenses into national ID cards because states have no mandate to implement REAL ID.
However, citizens of any state that refuses to adopt REAL ID will be unable to use their state-issued IDs for boarding an airplane or riding on a train.

Those who hoped the second Trump Administration would reject big spending, war, and restrictions on liberty continue to be disappointed. A new disappointment came when Department of Homeland Security Secretary Kristi Noem announced her department would in May begin enforcing the REAL ID law.
Passed in 2005, the REAL ID Act created federal standards for driver’s licenses. The law requires everyone applying for a driver’s license to provide the DMV with his social security number, proof of legal residence, and two proofs of his home address. The REAL ID Act allows the Homeland Security Department to mandate, as it sees fit, the including of addition items in the related government database, including “biometric” identifiers. Biometric identifiers include personal data such as retina scans, fingerprints, and DNA.
People who doubt that this database will be used to violate the rights of US citizens should ask what a present-day J. Edgar Hoover — a former FBI director who was notorious for collecting private information on politicians and other prominent individuals — would do with a database containing personal and even biometric information on American citizens. They should also consider the IRS’s history of targeting presidents’ political opponents. Americans also have the threat of violations of their rights by hackers. The government has a poor track record of protecting data of US citizens.

Once the initial uses of REAL ID are established, the government will then require REAL ID for other activities. For instance, local transportation authorities may be offered federal funds to implement REAL ID requirements for public transportation. Several pro-Second Amendment organizations oppose REAL ID because it could be used to monitor gun owners. There is nothing in the law prohibiting a future progressive Homeland Security secretary from requiring REAL ID for a firearms purchase. Imposing a REAL ID mandate on gun ownership would further the authoritarian objective of having a database containing the name and address of, and how many and what type of firearms are owned by, every law-abiding gun owner in the country.
REAL ID also menaces health freedom. One of the few victories for liberty during the covid hysteria was the failure of “vaccine passport” schemes to be more widely imposed. These schemes attempted to forbid people from returning to their normal lives unless they proved they were “fully vaccinated” against covid.
REAL ID was marketed as a weapon in the “war on terror.” However, Thomas Massie, the most consistent and courageous defender of liberty in the House of Representatives, pointed out that 9-11 hijackers used passports from their own countries. Rep. Massie wrote, “As long as the pilot’s door is locked and no one has weapons, why do you care that someone who flies has government permission?”
Like most post-9-11 security bills, REAL ID does nothing to protect the American people’s safety. It does, though, do much to endanger their liberty. REAL ID could even be the final piece of the transformation of America into a total surveillance society where government monitors, and thus controls, our actions. Americans who understand the danger must work to get the Trump administration to reverse its position.

Trump Administration Accelerates Self-Amplifying Bird Flu Vaccine With Fast Track Approval
The ARCT-2304 vaccine, funded by BARDA and based on self-replicating mRNA, is undergoing expedited review amid pandemic preparedness efforts.

The Trump administration has granted Fast Track designation to a self-amplifying mRNA vaccine for H5N1 avian influenza, marking a significant move in pandemic preparedness policy. The vaccine, ARCT-2304, developed by Arcturus Therapeutics, uses proprietary technology that replicates within the body’s cells to amplify immune response and is currently undergoing Phase 1 clinical trials.
The designation was announced on April 10 by the U.S. Food and Drug Administration (FDA), in conjunction with the Department of Health and Human Services and the Biomedical Advanced Research and Development Authority (BARDA). BARDA, which was instrumental in Operation Warp Speed, is again playing a lead role in the funding and acceleration of next-generation vaccine technologies.
“We are pleased to receive Fast Track Designation from the FDA for ARCT-2304,” said Joseph Payne, President and CEO of Arcturus Therapeutics. “We remain steadfast in our commitment to the U.S. government to develop safe and effective STARR® next-generation mRNA vaccines to protect U.S. citizens from future pandemic threats. This designation from the FDA is an important step forward in our mission to provide protective solutions for global health crises.”
ARCT-2304 utilizes Arcturus’ STARR® platform and LUNAR® delivery system, allowing the vaccine to be freeze-dried and refrigerated, thus avoiding the ultra-cold storage hurdles that complicated earlier COVID-19 vaccine rollouts. Unlike traditional mRNA vaccines, which are quickly degraded by the body, self-amplifying mRNA vaccines replicate inside the host’s cells, potentially triggering a stronger immune response at lower doses.
Federal taxpayers are covering the cost of development under BARDA contract No. 75A50122C0007, continuing the public-private model used during the previous administration’s pandemic response. The arrangement has drawn renewed scrutiny over financial accountability and risk-sharing, especially as pharmaceutical companies retain intellectual property rights and profits.
The Trump administration’s pandemic strategy has emphasized preparedness for zoonotic threats, such as avian influenza, and ARCT-2304 is among the first candidates to be fast-tracked using sa-mRNA technology. The FDA’s Fast Track designation is reserved for drug candidates targeting serious or life-threatening conditions that show promise in addressing unmet medical needs. It facilitates more frequent communication with the agency and permits rolling data submissions to accelerate the review process.
Self-amplifying mRNA technology remains experimental. During the COVID-19 pandemic, mRNA vaccines developed by Pfizer-BioNTech and Moderna were administered globally under emergency authorizations before receiving full approval for select groups. Though widely credited with reducing hospitalizations and deaths, those vaccines also generated public concern due to reported side effects and the rapid nature of their development and deployment.
The ARCT-2304 candidate is being developed specifically to target the H5N1 bird flu virus, a strain with known zoonotic potential and periodic outbreaks in poultry and wild birds. Federal health officials have stated that early intervention with effective vaccines is essential to mitigate the risk of a future avian influenza pandemic.
BARDA’s involvement gives the project high-level federal backing, echoing its leadership role in the rapid development and distribution of COVID-19 countermeasures. The agency has been granted expansive authority to fund, coordinate, and fast-track pandemic-related therapeutics and vaccines across multiple sectors.
As testing continues, Arcturus and government partners have indicated that further clinical phases will be required before any large-scale deployment of the vaccine. The administration has not released a projected timeline for completion of trials or possible emergency authorization.
