On February 15, Russian President Vladimir Putin supported the introduction of digital ID in a meeting with the government and ordered that the ground be prepared as quickly as possible and a bill agreed before May 1.

The Ministry of Digital Development has already developed a system that will allow Russians, if necessary, to present an ID on a smartphone "It works very simply: you upload a photo from a biometric passport to your smartphone , and then a QR code is created that you present ," Shadayev explained to the head of state ( according to RBC )     

The Ministry of Digital Development, together with the FSB, will submit to the Russian government by May 1 a draft decree allowing the use of a digital ID on a smartphone instead of a passport in many everyday situations as this proposal was supported by Russian President Vladimir Putin.

“Please, the sooner the better (…) Of course, such services are in high demand and you just have to speed up their implementation. Please prepare these projects," Putin said at a meeting with members of the government, responding to the proposal by Minchifra chief Maksut Sadayev.

“We wanted to ask you to issue a decree that would define the possible cases of using such a digital ID on a smartphone as a replacement for a passport (…) We wanted to ask you to instruct us to submit such a draft decree, together with the FSB and other stakeholders departments, by May 1, this will allow the legalization of this technology," Shadayev said.

According to the minister, there will be few cases where a digital identity card can be used instead of a passport, "we are not completely canceling the passport".

He noted that similar technology had already been agreed with the FSB, which allows biometric passport holders to receive a fan card in full electronic format using the Ministry of Digital Development application, without contacting the MFC to verify their identity. In this case, the owner is verified according to the photo recorded on the biometric passport chip.

"We did the same in the State Services mobile app (…) We developed this technology, it works very simply: you  upload a photo from a biometric passport directly to your smartphone, then a QR code is generated that you present and that you, whoever you want to check your reasons, respectively, from the mobile application the state services also check either your age or your last name, first name, patronymic,” said Shadayev.

He added that using such an ID should allow "in 80% of cases in such everyday, simple situations" to use a smartphone instead of the original passport. This technology has also already been agreed with the FSB for security requirements, the minister noted.

Everyone who follows even a little background in international news has heard about the social rating and use of QR codes in China, which results from such digitization, as the system restricts people's rights to receive services, including finances.

Also, let's remind that from April 1, 2023, in Russia they will start testing payments from people with digital ruble.

The Bank of Russia together with the Ministry of Finance will prepare proposals for the use of the digital ruble in the budget process until 2024. Here it is already important to understand that this will affect even pensioners, as the head of the Central Bank of the Russian Federation, Elvira Nabiullina, allowed to receive pensions in digital currency (Source: Rossiyskaya Gazeta).

On January 27, 2023, RIA Novosti reports: "Putin instructed the Ministry of Health to report on the creation of a digital health profile, taking into account previous directives, to accelerate the creation of a digital health profile of a citizen, the introduction of artificial intelligence and telemedicine technologies in activities of medical organizations, including the experience of medical organizations in Moscow”

From January 1, 2023, all public sector organizations must introduce electronic document management and start using new electronic primary documents and registers approved by Decree of the Ministry of Finance of Russia dated April 15, 2021 N 61n "On the approval unified forms of electronic accounting documents used to carry out fiscal accounting, accounting of state (municipal) institutions and methodological instructions for their formation and implementation".

Europe is also following the same path and in its wake, or even further ahead Russia is "walking" confidently.
