Jim Watson's testimony gave no justification for the use of the Emergencies Act. He did talk extensively about how useful it was having extraordinary powers.
The media played a key roll in the situation in Ottawa. Their narrative became fact for the City's Mayor who refused to step outside to see with his own eyes what what happening.
