"No," answered OPP's Marcel Beaudin.
"It was, replied Miller. "I can tell you that. And then they invoked the emergencies act..."
Context: "The police made a proposal that would have resulted in ending the protest with a solution that was good for the gov, public health, and the protesters, but the gov decided to go for the emergencies act instead. That, alone, makes it an abuse of the Emergencies Act."
